For operators integrating the API into automated work, the distinction between accepting a session and starting its next turn matters. A delayed turn can leave a workflow waiting even if its surrounding application remains available. That is an operational implication rather than a measured customer outcome.
What remains unproven
The report gives no root cause, affected request count or account breakdown. It also leaves its affected-components field empty, limiting conclusions about the disruption's wider scope.
