Understand the idea.

An announcement is primary evidence of what its issuer says. It is not independent evidence that every performance claim will hold in a reader’s environment. Attribution lets a publication report the claim without silently adopting it as its own test result.

MAKE IT CONCRETE

A worked example.

A manufacturer describes a device as faster. TLB has read the announcement but has not tested the device. The article can state that the manufacturer makes the comparison and explain the need for workload-specific evaluation. It must not present a TLB measurement that never occurred.

Try the reasoning.

Rewrite “This device is faster” as a properly attributed sentence, then add one question an independent test would need to answer.
